If you have wifi between the 3rd of december to the 31st you get to use wifi connection to get it if you have black and white victini knows v-create, bolt strike, fusion flarte , and searing shot. Also if you don't but you have an Action Replay you can teach it to Victini with the TM 83 modifier

∙ 12y agoVictini cannot learn v create under normal leveling up. Only the victini from the Japan movie event Victini can learn it. It will automaticly know it.
