They can definitely activate them, but you can negate them.
Horus Lv8 has a Quick Effect that can negate Spell Cards. If the opponent activates a Spell Card, then you can chain this negation effect to the activation. So Horus Lv8's effect will resolve and negate the Spell Card.
Unless the opponent is using a card that can't be negated (Spiritualize, for example) then yes, it will prevent him from activating any spell cards. Horus Lv8 can activate this effect in the Damage Step too, so can stop effects like Shrink if used there.
However to 'activate' a Spell Card means to place it directly on the field face-up or flip it face-up from being Set. If a Spell Card like 'Clock Tower Prison' was already active, Horus Lv8 is not allowed to chain his negation effect to the trigger that adds Clock Counters to it.
no, if you read it, it says that only you can.
Cyber Dragon doesn't have any activated effects. Cyber Dragon's special summon can only be performed on your own turn, in your main phases.
Yes, it remains on the field and can attack as long as your opponent does not activate another effect.
Yes it can if you don't activate Stardust Dragon's effect. But you can choose to activate his effect to Tribute Stardust Dragon to destroy and negate EHAZs' effect.
You have to discard one card to activate it. Then you send from the field to the graveyard monsters listed on one of the Fusion Monsters in your Extra Deck, and special summon the Fusion Monster. Note that it's Quickplay so can be done in the opponent's turn, and it can use the opponent's monsters if they're the right ones. So if you and your opponent both have a Cyber Dragon in play, you could use Super Polymerization to fuse both into a Cyber Twin Dragon.

No he/she can't, because on Assault mode activate it says: ''Tribute one synchro monster...''. You can only tribute your own monster/s.
only when a dragon card is active on the playing field.
Hand: 2 Junk Synchrons, Quilbolt Hedgehog, Stardust Dragon Assult Mode, and Assult Mode Activate. First set Assault mode activate and quilbolt hedgehog. Opponent: Attack quilbolt. Your turn: Activate double summon. Summon 2 Junk synchrons. Junk Synchron + Quilbolt Hedgehog = Junk Warrior. Junk synchron + Junk Warrior = Stardust Dragon. Activate Assault Mode activate. There ya go!
Your opponent's next attack is the next time that player declares an attack in the battle phase. Basically the first attack the opponent declares will automatically be negated.
Is is the Owner of Masked Dragon who gets its effect, as it is the Owner's graveyard it goes to, even if was controlled by the opponent at the time. If your Masked Dragon is taken by the opponent, and then destroyed by battle, it is you who will get the effect.
Yes it can if you don't activate Stardust Dragon's effect. But you can choose to activate his effect to Tribute Stardust Dragon to destroy and negate EHAZs' effect.
Yes because it's effect says you can summon a normal dragon type monster from either players graveyard. So since tribute to the doom destroys the monster is effect activates.
it is activate by a earthquick, a volcano eruption, and a meteor impact
