You can do pokemon global trade in The counter at the top left corner of all pokemon Centers
You can trade with friends or at the GTS (GLOBAL TRADING SYSTEM) in Jubilife city. I don't know anywhere else.
just use the Pokemon global trading system. if you have platinum pearl or diamond it is in jubelife city. and if you have heartgold or soulsilver it will be in goldenrod city.
To get it legitly,the only way is by a event. All events are over. You can only cheat for one or get one on the Global Trading System now.
