The 9th Island is Birth Island, an Island where you encounter Deoxys. To get there, you must have done the same thing you had to do to get to the 8th island, except the event was at a different time and place. At the event you will get the Aurora ticket, which can be used to hop on the Vermilion city boat and sail to Birth Island.
