How is it that when ending Dragon Ball Z Goten and Trunks are teenagers but in the movie 'Wrath of the Dragon' they are kids again?

The dragonball movies are unimportant to the overall story. they are considered to be non-cannon by some fans. The movies are not made in the order they may have been set (i.e. 2, 3, 4 movies are most likely set after frieza's death but were released before that saga).
But this one is easy.. This movie is set straight after the majin buu saga and before the introduction of Uub at the World Tournament. So Goten and Trunks would still be under 17 and 18.
If you think that there is a problem with the timeline, it is probably because there is, because Goku was the only one ever to have been forced to recede into his childhood, thanks to that pipsqueek, Emperor Pilaf. Also, this chronological problem isn't just for DBZ or DBGT, as many anime movies do this too, sometimes on purpose, sometimes begrudgingly, and sometimes inadvertently.
