He is the guy standing at the base of Cinnabar Island. He will not fight you until you have all 15 of the other badges though. So it's no use talking to him until you get them all...hint: Cinnabar's gym is in the only accessible entrance(at the time) to Seafoam Islands. You can reach this entrance by Surfing east from Cinnabar Island. Once you enter the cave there, go directly up the first ladder you see and you will be in the 15th Gym! This is all Fire type Pokemon so bring some water/ground types. After you get this 15th badge, go talk to the guy on Cinnabar and he will return to Viridian City Gym waiting to fight you.
beat the elite 4 and occansily you see and like letter with a poke ball style go to the gym do the challenge
You have to beat the Elite Four first before rechallenging any gym. If you go to your Pokenav, and see the list of everyone you have registered, you will begin to see their names with a square model pokeball next to their name.

Once you beat the Elite Four, you get calls from the people you versed (not the gym leaders). Once they finish calling you, you can challenge the gym
leaders again.
Haven't played for ages, but think you had to go on a sort of quest thing to defeat people on some island somewhere... talk to the people hanging around the gym, perhaps?
