You only need a Rock and/or a Fighting Pokemon. The Rock Pokemon can take everything her Pokemon throws at it as long as it's about the same level as them. A fighting Pokemon is a more offensive choice, but it should have a good fighting move so the rollout attack doesn't get to build itself up. (I did it with my Geodude, Quilava, Pidgeotto, Hoppip and Flaafy. All lower level than her Milktank)

I take it Rosemy is a Bayleef. You need to use a Rock/Ground type such as Geodude (avaliable in Union Cave) as access to Water Pokemon is limited without a Rod.

It is pretty tough, but it helps to have a Geodude or an Onix. They can take most of the attacks without fainting. Making her Pokemon Sleep or paralyzing helps a lot too. A fighting Pokemon is a good idea if you want to be offensive, I think Machop is the only one available at that stage in the game.
