No one actually knows but the Pokemon card creators might know. But my opinion is that every single pokemon invented should have it's own Pokemon card. That means that the number of Pokemon made the number of Pokemon cards made. Their can also be 2 or more of the same Pokemon card.

A Pokemon card where there is absolutely nothing on the side where the Pokemon should be is certainly incredibly rare, but at the same time most likely a copy or a fake. Nintendo prides itself in making top quality merchandise, and a problem like this would be a result of severe negligence or due to the fact it is not a real card. If you take a look at the other cards in the packet you received this one in, you should be able to gauge whether it is a card in a set of fakes or not. If the card was sold by itself, it is most likely a fake. If the card was found with other cards of which almost all of them were shiny/holographic or foiled and of legendary Pokemon, it is also likely to be a fake. If the card was found in a packet with other cards looking exactly the same, it is definitely a fake. However, if it was found in a collectors tin or packets with other cards that look legitimate, it may have simply been a very rare error in printing.
