There are 4 legendary Pokemon in the First Generation games. You've got the three legendary birds; Moltres (Victory Road), Zapdos (Power plant) and Articuno (Sea foam Islands). Then there's Mewtwo who is located deep inside the Cerulean Cave. I think you can get Mew as well, but I'm not sure how. Hope this helps :)
