it depends on the albem. how big is it? how many cards on 1 page? can you do a two side thing?

there are 60 cards in a Pokemon deck and there are only supposed to be 60 cards in a deck. if you buy a theme deck, then you will get 60 cards in the deck and a Pokemon card pack that contains 11 cards, so you basically get 71 cards in all.
well, if you are making a deck you should have:60 cards at the most 3 or 2 of the Pokemon can be the same if you want to have a good pile just do 20 of each like 20 Pokemon 20 trainer cards 20 energy cards...
You really could have as many kinds of Pokemon as you want in a deck (so long as you have 4 or less of each individual card), but beginner decks should really only have 1 or 2 types (3 is pushing it). If you're deck is more advanced and is properly structured, 3 or 4 types would be the limit. Beyond this is difficult to manage and usually doesn't work out well.
Energy cards are not in all expansion so or you are "unlucky" or you can get them or buying deck or buying expansion with energies
You should probably start by buying a theme deck. Then you can purchase booster packs. The cards in the booster packs can be used in your deck.
