The chains are a chance of luck. It is like the lottery, sometimes they come up early, whereas sometimes they come closer to the end. Chains I have had vary from 15 to 212. Just keep your hopes up high and stay determined.
The average is 40 chains, but there are some cases with 70+ chains and no shinies
It's very hard to find a shiny Pokemon but if you use the PokeRadar and go to the shining patch of grass (if there is a shiny patch) you just might find one but don't get your hopes up 'cause I tried that many times and I never got a shiny Pokemon.

In Generation II with the introduction of shiny Pokemon, it was possible to have odds as good as 1 in 64 for getting a shiny Pokemon if one of the parents was also shiny. However, since Generation III, the chances of Pokemon having shiny offspring has no longer been effected by the shininess of the parent Pokemon.
As many as you can find I had a Sneasel Magikarp Geodude Shaymin and Seaking
you can get shiny Pokemon by using your diamond/pearl game to chain Pokemon you can use your poktech to keep track of the number of Pokemon your catch. depending on how many you catch you should evetually get a shiny, or just get really really really really super duper extra lucky and run into one, but i recomend chaining. your go to gameradar and type in shiny Pokemon or Pokemon diamond/pearl how to chain Pokemon.

it takes a while depending on what game ex. diamond 20 - 30 tries. an easier way is to get a action replay code and you can make it shiny
Yes, but it requires fishing repeatedly many times and lots of patience and time. The shiny rate is 1/8192 encounters, which is a very slim chance of finding a shiny in the wild.
The Red Gyarados is a standard pokémon you'll encounter in HeartGold/SoulSilver, but not in Diamond. In Diamond it's a 'normal' shiny pokémon, which means that you need to be very lucky to catch one. You can find Gyarados at many places in Diamond, but the chance of getting a shiny pokémon is 0.0122%.
YOU DON'T REALLY LOOK FOR SHINY POKEMON YOU JUST WALK AROUND IN TALL GRASS (OR ANY OTHER SPOT TO CATCH POKEMON) AND THEN OUT OF THE BLUE A SHINY POKEMON APEARS.
