One of the lessons that the Harry Potter series teaches is that people can do both good and bad things, people are not inherently good or bad. Sirius Black tells Harry that "the world isn't split into good people and death eaters".

Lord Voldemort is considered a bad character. He has no redeeming moments throughout the series and is only interested in hurting people. The death eaters are his followers, so are considered bad people - although death eaters do sometimes defy Voldemort. Narcissa Malfoy (Draco's mother) lied to Voldemort about Harry being dead in order, thus actually saving Harry's life and eventually resulting in Voldemort's demise.

Dudley Dursley bullied Harry throughout his life, but after Harry saves his life attempts to make amends for his mistakes. Draco Malfoy also bullied Harry, although Draco later betrays Voldemort and Harry vouches for him to protect him from Azkaban.

Severus Snape was a death eater, who worked as a double agent and was instrumental in bringing down Voldemort.

Albus Dumbledore when he was younger believed that wizards should rule over muggles. He made plans to do this with his friend Gellert Grindelwald, but after an incident that resulted in the death of his sister he stopped - but it took several years before he stopped his friend Grindelwald from murdering people. Dumbledore also knew throughout Harry's whole life that he would have to die at the hands of Voldemort and never told Harry this.

Voldemort, death eaters, the Malfoy's are typically considered bad characters. Snape and Dumbledore are not - although they did do bad things.
