That's a tough question. In general we should respect life, and probably shouldn't be rejoicing in anyone's death. On the other hand, there are some people who seem to make the world a worse place rather than a better place, and who promote death and hatred rather than life and peace. Since some people believe that Osama bin Laden was one such person, they might be rejoicing that the world is a better or safer place without him.
