Based on mean average estimates over the year. I would imagine in 2009 it was roughly between 14-17 million visitors to Disneyland. There is no way the Disneyland would ever reach more than 22 million visitors in a single year. Disneyland simply just doesn't have the space to accommodate that kind of crowds.

While Disneyland doesn't release official attendance numbers, Themed Entertainment Association (TEA) does report each year on estimated attendance. In 2009 (the most recent report), Disneyland was estimated to be the second most visited theme park worldwide with 15,900,000 visitors.
