It can take any number of times as there is a 1 in 8000 chance of actually finding any in the first place. I would recommend that you set yourself for this as for most people it can take months to get shiny starters.

I have heard about a game called ShinyGold, but there is no shiny silver. ShinyGold is a Pokemon game for the computer, which used to be fire red until somebody hacked it and made it seem like the old gold, silver, and crystal games.
