No you can't. You can find the one's that can't be used in a duel in the Legendary Collections Binder. For the ones that can be used in a duel they are found in Shonen Jump. Obelisk was released February 2010 and The Winged Dragon of Ra was released January 2011. Slifer has yet to be released but it is believed that it will be released this summer.
Ultra Rare is when the card has gold text and a holofoil picture. When encountered in a set, it is a card that you only get only very rarely, you get two or three of them per 24-pack box of boosters. However the term 'rarity' can be misleading as Ultra Rare can also be considered a 'style' of card, ie, Chaos Neosphere is a Shonen Jump promo - every magazine that month had one, with no randomisation or less rare cards available. So despite being in 'ultra rare' style, it is not in fact a particularly 'rare' card at all.
In a regular booster pack, you can expect to see,
Commons - no special effects.
Rares - silver text,
Super rare - normal text, but shiny picture,
Ultra rare - gold text, shiny picture,
Secret rare - striped foil effect on the picture,
Ultimate rare - these are special versions of ultra rares (used to be for rares and supers too, but they stopped doing that). They have a strange textured feel to them, on the picture, attribute and level stars.
Ghost rare - the picture is a 3D holograph.

I belive you must join a wireless game with a Yugioh Nightmare troubadour on ds that has a god card. You then can buy the god card for I belive 4,200 DP. The Nightmare Troubadour game will not lose the god card if you buy it, or any other card. This is the only way to get cards like Raigeki, and Monster Reborn.
