Ummm... you can't buy a master ball. You have to find it in team aqua/magma's hideout (dont remember which one). And there's only one master ball. If you have an AR you could probably get more.

There are 7 Dragon balls. However according to Master Roshi's story the Dragon balls used to be one big ball how ever it generated to much power so it split into 7 balls.
you can find mewtwo in cerulean cave, just make sure you have a master ball it will make it so much easier to catch him.
does it matter? i know someone who caught Palkia in Pearl with a Pokeball on THE FIRST TRY. Most Legends you can just catch with any Pokeball. It's possible to catch them even on full HP/status (see above, and i mean without doing anything). I've tried it on Rayquaza in Emerald a few times and they all worked. PS. You don't catch Ho-Hos, you catch HO-OH.
Not really it depends on the Pokemon's lv but if you use the right poke ball then it will be so much fricking easier to catch like at night use a dusk ball, a legendary needs a master ball , suicuin a net ball you get the point oh I forgot if your Pokemon is a higher lv then the wild one you've got a better chance of catching it.
