It kinda looks like it, because if you have seen Goku or Vegeta, or even Gohan at ssj2, they have an aura, and electricity around them. In the episode Fusion Dance, Goten and Trunks at there full power look like that. So I would say yes! == ==

SS3 Goku is far stronger than SS2 Goku, but it takes up more energy and so can not be sustained for very long. It is only meant to be used by those from the Other World, since it is too much for the physical body.

Gohan isn't stronger anymore because even though he became ultimate and beat the crap out of super buu goku managed to go ssj4 while gohan lost some of his powers in gt because he stopped training.

Yes, Gohan fought Perfect Cell in the Cell Games in super saiyan 2 form. He also fought the much stronger Super Perfect Cell, and managed to finish him with a "father-son kamehameha."

The looks don't change much but the power difference is incredible! Its like nearly 4 times his regular power at full power. Super saiyan is like only 2 times his full power at normal.

No. It's a gap between SSJ2 and SSJ3. Much like kaoken is a gap between regular saiyan and SSJ, just saiyan.

No, Bra was never seen going super saiyan, and was not shown demonstrating her fighting ability much in GT. However, it doesn't mean that she does not have the capacity to go super saiyan if she worked on it.
What was perfect Cell's power level?
Akira Toriyama (Dragonball Z's original author) didn't list any power levels after the Frieza saga, since he felt they limited his ability to be creative with the fights. However plenty of people have made educated guesses at the power levels over the rest of the series. They're not official, but they're pretty sound guesses & as close as we're going to get to any 'official' numbers. To get to the question. The general agreement is that perfect Cell's power level was about: 130,000,000. Some places put his full power as far as 180,000,000, & when he buffed himself up in that desperate bid to beat super Saiyan 2 Gohan, it's supposed to have sky-rocketed to 220,000,000 (that still wasn't nearly enough power, though super Saiyan 2 Gohan is leveled at 325,000,000). Then when he came back to toast everybody after he regenerated from blowing himself up, he rocketed up to 320,000,000. Almost enough to beat Gohan, but not quite. A super Saiyan 1's power level is 25 million. So a super Saiyan 2's power level is probably 10 times that much which is 250 million. Perfect Cell toyed around with a super Saiyan 2. When Gohan gets a rage his power level gets 3 times higher (In Saiyan saga his power level was 1,000 but he got mad & it increased to 3,000). So Gohan's power level must have increased to 750 million. So my guess is that perfect Cell's power level was 350 million to start with. Accrding to a Super Exiting Guide about Dragonball Z, Super Saiyan 2 is twice the power of Super Saiyan 1. I personally don't believe that their base power level rises after they reach super saiyan, so I'm guessing Perfect Cell's power level is 300,000,000.

Why doesn't Goku use the Kaio-Ken attack while he's a super Saiyan?
Cuase he is stupid and doesnt know any better (Second answer) Actually, think. Super Saiyan requires a saiyan to push themselves really really hard. Which means it takes up a large amount of energy, while Goku still has to fight and being at such a high power level takes up energy as well. Now imagine if Goku is at Super Saiyan 4. Goku is at his peak. Then imagine Goku using Kaio-Ken in that form. Yes,his power level would be impossibly high(well practically everybody in the dbz universe is like God), much higher than it is at Super Saiyan 4, but Goku would get tired much faster. Then he loses energy.
Goku vs optimus prime?
Goku. Remember Goku could pick up any vehicles even trucks. & restricted SSJ broly could destroy a galaxy within 3 secs. Those kinds of Saiyan powers could destroy a universe. And normal goku Can press lift 7 tons and super gives a 30 times (the most popular s 40 times but I think that's 2 much ) strength boost meaning he can press lift 210 tons in ssj goku and how would optimus prime weight? My guess s around 20 tons

i haven't watched much of dragonballz Kai but i doubt he goes super saiyan four because he didn't even do that transformation until DBGT. my guess is that haven't even remade that episode for Kai yet.
