You need to trade Onix to another game whilst it is holding the Metal Coat. The Metal Coat can be found at Memorial Pillar on Island Five (it is on the Right Hand side of the Island, you will need to Surf to get to it and a Lemonade.) Leave the lemonade at the shrine to the Onix and it's trainer will gift you Metal Coat.
