Bulbasaur can be found in the first forest you go through when you first play the game. He is quite rare, so be patient!
Bulbasaur > Ivysaur >Venusaur (by the way, I wouldn't recommend using any of these in your party, they are very slow, and not particularly good at anything. A good grass type Pokemon is rare, but a gallade with leaf blade is a good alternative)

Bulbasaur does not evolve with a stone. Bulbasaur needs to get to a certain level, then go to "Luminous spring", select Bulbasaur, then select "evolve". If YOU are Bulbasaur, then you must get Manaphy and Palkia to join your team, and then go to "Luminous spring".
to get a bulbasaur you need an action replay or trade with someone who has one
