I'm not 100% sure, but I think it's either when the question can be asked with a different wording to have the same answer e.g, what is 2x2? What is 2 squared? Or, it could be the answer can be different every time you ask, or who you ask, e.g, what is your favourite colour? How many goals did they score this match?
