I don't know if you're talking about heart gold or not, but it is on the top of the bell tower in ecruteak city. Try catch it at night, so you have the advantage of being able to use a dusk ball. Ho-oh is heavy so bring lots of heavy balls. If this is heart gold, Ho-oh is level 40, if this is soulsilver, Ho-oh is level 70. Either way, bring a strong water type Pokemon, and a Pokemon that can paralyze etc.
