I don't know if you're talking about heart gold or not, but it is on the top of the bell tower in ecruteak city. Try catch it at night, so you have the advantage of being able to use a dusk ball. Ho-oh is heavy so bring lots of heavy balls. If this is heart gold, Ho-oh is level 40, if this is soulsilver, Ho-oh is level 70. Either way, bring a strong water type Pokemon, and a Pokemon that can paralyze etc.

∙ 13y agowell i dont know what game your talking about,but in soulsilver when you go to pewter city talk to the guy next to the pokemart and he will give you the rainbow wing after you beat the leader brock then go to etraeck city and enter the the bell tower and talk to the guy between the gates and go ouside and you will go on a path keep on going till you reach the real bell tower go in and go to the top and ho-oh will be waiting now for heart gold after you helped the raideo tower someone will give you the ranbow wing and i think you need a certin bell then after you got both the bell and ranibow wing (i forgoot to tell you that in both games and beaten all johto gym leaders go back to porffoers elms house hel give soething then go to etrct and talk to the kimimo girls then go and do this stuff)do the same thing in soulsilver eckept you get to watch the kimo girls dance and summon ho-oh
