You need it as your first Pokemon, and use it in battle a lot. There should also be a girl someone where in the region, and she'll give your Pokemon a massage. Which will raise the freindship with you. There are also berries to give to your Pokemon and that will riase their friendship, but lower a stat. But, I think there is also a place to get ribbons in the Resort Area. Get your Pokemon some of those ribbons, and the friendship should go up. I did that with Milotic, Gardevoir, and Ninetales and now they all love me.
