You first need to go to the power plant on Route 10 and talk to the man in charge.
Then go to Nugget Bridge just North of Cerulean City and you will see a Team Rocket Grunt. Defeat him and he will tell you that he stashed the Machine Part in Cerulean's Gym.
Use the Dowsing MCHN to look for it in the gym.
Return the item by talking to the guy in charge again. He will give you a TM.
This will allow you access to the Magnet train if you have the Pass and access to what you need in Kanto's Radio Tower.
Talk to people in the Radio Tower of Lavender Town someone will give you a Kanto radio card so you can listen to radio in Kanto.
Go to where the Snorlax is and open up the radio search for the Pokeflute channel. (It is not one of the auto-tunes so you need to find it manually.)
The Snorlax will wake up and attack so if you want to catch it be prepared. If you defeat it don't worry, it will move to another place where you can find it again and it will not be in the way of anything.
