You do need the national pokedex for the Pokemon modifier. the Pokemon modifier uses the national pokedex numbes. you can not use the sinno pokedex.
no it isn't i done the Pokemon league in 18 hours and the pokedex another 32 hours (roughly)
well usually Pokemon that are in your pokedex are Pokemon that you have seen in the wild or in battle with another trainer/gym leader/ childhood friend. There are 493 Pokemon up to date. Once the 6th generation (5th Gen. is Sinnoh.) of Pokemon comes out (Pokemon Black and White) there will be more Pokemon.

Budew is #406 in the national pokedex, and it is a Grass-Poison type Pokemon.
I really don't know. The last Pokemon of the pokedex are the hardest to find and or catch. I have been playing this game since i was little and i can honestly tell you that the pokedex is impossible to finish. Give up.
You have to complete the Hoenn pokedex to get one from Prof. Birch. That includes catching all the Pokemon in there. This is impossible, but you can get a Johto starter if you finish your Hoenn pokedex and show it to professor Birch.
Once you have completed the pokedex I think you should try and evolve them all and then get them all to level 100 although its impossible to complete the pokedex without an action replay
