I need help on SoulSilver the Viridian Gym is missing the Gym Leader I can't get inside because there's this old guy blocking it and Blue won't challenge until i have 15Bdges?

you need the other 15 badges to get to blue. he's on cinnibar island and wont come back to his gym unless you show the 15 badges to him
