The show is alot more different then the game they don't make it so pikachu gets stronger after every victory normally yes he would but obviously you can still see him struggle but that's because it's a show based off a game it's not going to be exactly real so even if pikachu were level 100 the show is going to make it so ash will have to resort to his other Pokemon to win. On another note don't forget it's just a pikachu and it's stats are not perfect it can be easily defeated because of it's bad defense especially if he faced a ground type trainer and even with iron tail he won't get far.
