When an attack is declared, the chain immediately afterwards is called the attack response window. If you use Mirror Force, and someone chains Seven Tools of the Bandit, then you cannot chain Draining Shield because Seven Tools is spell speed 3, and you also cannot allow the chain to resolve and start a new one with Draining Shield, because the response window is closed.
After the above, what you can do is activate non-specific cards like Waboku, but not ones that respond to attacks like Sakuretsu Armor. You would need to wait for another attack before you can use the Draining Shield.
