Yes. If the Allies lost WWII, fascism might develop in those nations. Most likely Russia will fall under fascism. If Germany won WWI, that means no USSR, because of German concern. Fascism might get a hold in France or even Britain, but it is unlikely.

WWII was caused by Hitler. If Germany won WWI, Hitler would most likely still go into politics, but his party will continue to gain 1 or 2% of the vote. Nationalism might develop in France, but it will not be Nazism or anti Semitism. WWII might be caused by Fascist Russia who wants control of the puppet states that once made up the Russian Empire. The treaty of Brest Litovsk allowed the Central Powers to seize released territories from Russia as puppet states, allowing them to leave WWI.

And also, Germany couldn't have done it alone. Although it would be the main fighting force, it had core allies that it could move troops to fight on that front. This should be "If the Central Powers had won WWI, would WWII have happened?"
