No. There is no fee to audition for American Idol. The only thing that you have to pay for is Plane ticket to go to the Audtions if it isn't in your town.

However, John van de Ruit said he wanted an overseas actor who is fairly well known to play the main role of John "spud" Milton, and for some British actors to play teachers, however, the remaining crazy eight are said to be played by local teenagers. So yes, of course North Americans could audition for the part. I heard casting begins in August 2009.

There is no reason why you, as an inexperienced actor or singer, cannot do an audition. You may have great talent, despite being untrained. The college to which you apply might see something valuable in your audition that is worth developing. If you were already fully trained, you wouldn't need to go to college. Just do the audition and see what happens. Nothing ventured, nothing gained.
