I'm afraid that every place is the same, for honey trees. On every honey tree, you have the same possibility of finding certain Pokemon. You do, however, have a better chance of finding one if you check back earlier. Most trees will start shaking (have a Pokemon in them) about 6-8 hours after you put honey on it, so check back around then. However, you should know that restarting is NOT the way to go. Once the tree has a Pokemon in it, the game has already decided what Pokemon it is, and restarting will not change what it is (not even its gender).
That's impossible sorry... To quote... actually you'd need the help of a GameShark to change the Pokemon's gender specifically... I'm unsure of the actual code itself, but it's out there. Though, if you mean by hatching EGGS and whatnot... you can save before the egg hatches and L+R+A+Start to soft reset the game to keep changing the egg until you get the gender and everything you want. For starter Pokemon, save the game before you save Professor Birch. That way, you can soft reset there and get the gender starter you want. Otherwise... it's technically impossible... especially for the single-gender only Pokemon.

There is no current way has to how to change your name other than restarting the game from scratch at the moment. But usually there is a pokesav that is released each time a new Pokemon game fully comes out in all countries, providing you have action replay ds you can just use the generated code to change your trainer name and rivals name if need be, Pokesav has many other features too.
