unfortunately you can't catch all 3 however depending on the starter you chose lets say its bulbasaur then you will find entei, if you chose squirtle you get raikou, and charmander gets you suicune.
i don't know about gold and silver but in crystal you catch suicune in a standard battle at the tin tower ant raiku and entei will be in the wild but will always run from you
