You pick your target after paying Lumina's cost, meaning yes, you can select the monster you discarded as the one you want to summon.

However even if you wish to summon the card you'll be discarding, there still must be one other valid target in the graveyard, for you to even be allowed to activate Lumina. Without one valid target, she is unable to activate, even if you want to discard a valid target for the cost.
