If you use Lumina's effect and discard a level 4 or lower monster from your hand to the grave can that monster be included as a monster you can special summon from the grave to the field?

You pick your target after paying Lumina's cost, meaning yes, you can select the monster you discarded as the one you want to summon.
However even if you wish to summon the card you'll be discarding, there still must be one other valid target in the graveyard, for you to even be allowed to activate Lumina. Without one valid target, she is unable to activate, even if you want to discard a valid target for the cost.

Yeah. There's just two kinds of monsters you need to look out for; 1 - Monsters that say "Can only be special summoned by..." These monsters have to be summoned properly by their own effects first, if you wish to use Monster Reborn on them. You can't just discard them and use Monster Reborn. 2 - Monsters that say "Cannot be special summoned except by.." The only way (barring a few highly specialised circumstances) these can ever reach the field, is by following their own text. They cannot be special summoned from the graveyard by Monster Reborn, even if they were properly summoned first.
How do you make a fabled deck?

It means that if that card is taken out of the graveyard the special summoned monster is not affected since there is nothing binding the two. simply put it's just a cost to special summon. you can use the discarded card as you would any other card in the graveyard.
