Gandalf was originally Gandalf the Grey, but after he was reborn he became Gandalf the White. He was played by Sir Ian McKellen in the popular movie series.
Saruman was the white wizard in the Fellowship of the ring. Gandalf was the grey wizard. Since Gandalf fell in Moria, he was sent back, thus given a different color. So Gandalf became Gandalf the White and Saruman was left without a color and defeated.
Sadly, the White Witch exists only in the Chronicles of Narnia, not Lord of the Rings. However, there is Galadriel, the elven queen shown in white in the movie, who some believe is a witch given her transformation when offered the ring by Frodo.
The leader of the White Council was Saruman, but after he became corrupted by evil and Gandalf renounced him of his powers, he was no longer a wizard, or Valar, and now we are led to believe that Radagast the Brown or some lesser wizard (or Valar) took up the head of the White Council, after Gandalf sailed to the Grey Havens with Frodo, Galadriel, and Elrond.
He is part of the fellowship of the ring. He acted as their guide. He was gandalf the grey and then he returns as gandalf the white in 'the two towers.' To add to that he is awesome!

Yes. '... whetting his long white knife...'
The film version of The Fellowship of the Ring appears to imply that Saruman the White, also known as the White Wizard directly caused the storm. However, strictly by the book, it seems to be some mystical force of the mountain itself that did not wish the Fellowship to cross; not unlike the trees in the the Old Forest that would not let the hobbits through the forest, and instead forced them into Withywindle Valley. Also, it was winter and in winter it has a tendency to snow, especially in mountains, even without mystical forces. It is also possible that Saruman increased the severity of the storm.
