When you're in a one player battle, if you go to the challenge page in the battle dome click withdraw. it should be under your challenger.
If you're in a two player fight, you can get out of it by withdrawing your pet, which can only be done after it's been awhile after either player has made a move.

Not really, Neopets is where you own a creature (ex: Kacheek) and you can buy them food, clothes, toys, and other items like that. You can play games to earn more neopoints (which can be used to purchase stuff) and you can battle in the battledome to make your neopets stronger. I guess you could consider it one, but in my opinion it's not.
