When you first go to Canalave City and go to the southwestern part of the city. Then talk to the sailor and ride to Iron Island. When you get there you'll eventually find a boy in a blue suit named Riley. He'll ask you to help him to the exit. In the end where the exit is you'll see 2 Galactic Grunts, they'll want you to battle them and when you do, and defeat them. When you do he'll give you an egg which contains a Riolu. But for it to hatch you have to walk exactly 6,588 steps right after you get it. Then you'll have a level 1 Riolu that knows Quick Attack, Foresight, and Endure. Make sure you have an empty space in your party so can take the egg. Riley won't send the egg to your pc!
You need to go to Iron Island and meet Riley and Riley will go inside and you go meet that person in there and you need to walk around with him in the cave until he leaves you and when he leaves you, he'll give you a Riolu Egg.
