There is a certain place where you teleport you appear on a teleport tile in a narrow passage. There is a rocket (one of the rocket brothers) below you. Go down and battle him. Once you defeat him (I forget what his Pokemon are) continue down. the passage will turn left, follow it. Along the passage you will find an item. this is the card key. Once you find the card key you can access a person who heals you on the 9th floor ( she is behind some beds.
