You gotta beat the elite four, after you beat them go to island 3 and talk to a man in the closet cave you can find. I dont remember what he's name is, after you talked to him you get a quest, in the quest you gotta capture mewtwo and bring it back to him after you gave him Mewtwo you get Whirlpool. hope it help'd :)
