Proffesser Oak Does Not.
Either Trade From Pokemon Red Or Blue To Pokemon Silver
But he does give you one in Soul Silver, go to Pallet town and talk to him, he'll let you choose between Bulbasaur, Charmander or Squitle

∙ 14y agoIn soul silver and heart gold, late in the game when you have obtained and completed the national pokédex go and talk to prof oak in his lab in pallet town and he will give you the choice of three pokémon witch happen to be the starters from the anime and the first few games.
Beat all 16 gyms and talk to Oak. He will grant you access to Mt. Silver. In there, you can find and battle Red. Beat him and talk to oak again. Then he will offer you one of the Kanto Starters.
