The best Fire-Pokemon in Soul Silver is either Ho-oh or Entei. To get Ho-oh you must first beat the Champion, Lance. Then once you can acess Kanto, go to Pewter City and talk to an old man. He will give you a Rainbow Wing. The recommended level to catch Ho-oh in Soul Silver is probably either 75 or 80. Ho-oh is at the top of Bell Tower. Bell Tower is a HUGE and horribly complicated maze. You will need a ton of Max Repels to conquer Bell Tower. Now for Entei... Entei is somewhat easy to capture. (At least it's easier than Ho-oh.) After you startle the three legendary dogs, Raikou and Entei will randomly roam Johto on it's own. Suicune will run to a few locations. To catch Entei a recommended level is 45 or 50. If your talking about a regular Fire-Pokemon, then you should stick with Magmar. It can be found in Mt. Mortar.
Besides the starter, the first wild fire type you run into is darumaka in the desert area on route 4. there are some in the desert resort, too, alone with some darmanitan statues that come to life when you give them a ragecandybar.

I'm not sure what evolves strictly in Pearl, but I do know everything that evolves with a fire stone. 1. Eevee turns into Flareon with a fire stone no matter what time of it is ( Johto and Sinnoh regions) 2. Vulpix turns into Ninetails with a fire stone no matter what time it is ( Johto region) 3. Growlithe turns into Arcanine with a firestone no matter what time it is ( Johto region) 4. Magby turns into Magmar with a firestone ( Hoenn, Kanto, Johto, and Sinnoh regions)

No. Johto is not an available region in Pokemon FireRed. You can only explore the region of Kanto and the nine islands surrounding it. Currently, only Pokemon Gold, Silver and Crystal are games which explore Johto.
