he blocks the way to the Pokemon league, you can only pass if you have all the Pokemon in te shino pokedex (not the national). After you have all 8 badges, complete the pokedex, the he will let you pass. The easyest way to find all the Pokemon is to use the walkthrough that they sell. Its 20$, hope this helps you out.
