Okay this is how i captured mines since latias can flee from a battle don't waste your time with a trapinch it will still run so use one of your pokemons to weaken it then when it flee find it again its hp will stay the same as when you damaged it so keep doing that then when he is in the red hp use a ball i will recomend a ultra ball or a great ball

OR.... you can just catch a Pokemon that knows MEAN LOOK, SPIDER WEB or BLOCK

Don't waste your time with Shadow Tag Ability Pokemon like Wobbuffet or Wynaut either, Apparently Latios & Latias are able to Bypass the Arena Trap & Shadow Tag abilities.

It is possible to catch Lugia with even the weakest Pokeball, but using an Ultra Ball is the best alternative than a Master Ball. It doesn't have a 100% catch rate, but it does 4x the catch rate of a regular Pokeball. This is recommended, but not required, for you can catch Lugia at full HP, but it can take a lot of tries. You should paralyze or make Lugia fall asleep with low HP to increase its chances of being caught, then use an Ultra Ball in attempts to capture it.

first u need a lot of ultra balls about 30 then get 30 dusk balls and 30 quick balls and have a Pokemon that knows hypnosis and after u hypnosis lugia switch to a Pokemon that knows praylize then pralize lugia now do what ever u want just don't kill lugia i suggest have a Pokemon that knows fury swipes and start throwing quick balls and dusk balls and ultra balls note keep hypnosis ing him and pralize lugia good luck
