If Route 4 is to the west of Cerulean City, you can't get there from Cerulean City. Go to Pewter City and go East, and enter Mt. Moon. (Silver will battle you as soon as you move one step after entering Mt. Moon.) Walk (or run) to the right a bit, walk (or run) down, and go right again. Then exit Mt. Moon and, if I remember, correctly you should then be on Route 4. ;D
