This is because each move has a certain limit of PP it can have. So in other words, you can just make as much PP of a move as you want, it has a limit on how much you can raise the PP by. For example, for moves like Fire Blast can only get their base PP raised to about 7 or 8 or something like that. So basically you cant because you've already raised it to its limit.
