There is no apparent reason for this grass, as unless you use a cheating device to get to it, you cannot walk through it, and even if you did so, in the game's programing would either register the area as part of pallet town: weak Pokemon, or one of the routes nearby: weak or mid-high strength Pokemon, the interesting thing is, Pallet Town is the only town/city map that has wild Pokemon data saved in it, but it is supposed to only have contained rattata and pidgey, perhaps this was an area that was originally much larger, but was ultimately cut(albeit poorly) from the game. Game programing was far less precise back then, and it resulted in a good deal many glitches (M, Missingno, glitch city, item duplication, the mew trick, ect) but the area you are talking about isn't like a glitch, more likely it was an area that the developers and programers abandoned, either due to memory restrictions, or time constraints, in any case its purpose may never be fully understood. There are other such things in the games, like the truck near the S.S Anne, which was long rumored to have a pokeball with mew in it underneath, though in truth the truck served no purpose but to be seen, probably the same as the grass you speak of, it may simply be scenery, or symbolize that Pokemon surround your world in the game.

i found one when i talked to my Pokemon in the Kanto region. my Pokemon had a red exclamation point above its head then spun around then jumped. it was also standing in the tall grass if that affects anything.
