First you have to get rid of the ghost. To do this go to Celedon city and head to the Game Corner. At the Game Corner you should see a team rocket man standing in front of a poster. Fight him and then pull a lever on the poster. Walk to your right and clear out the game corner to get a sliph scope. use this to see the ghost. After getting the ghost ull get the Poke Flute which when played next to snorlax makes him wake up.

it's ok but there is alot better ghost pokemon: eg gengar, dusknoir. Thou; Sableye is both ghost and dark, making it one of two Pokemon that doesn't have any type weaknesses.
