In the original publication run of Sailor Moon, act 25 in volume 8 featured the first appearance of Sailors Uranus and Neptune, along with Chibiusa's meeting of Hotaru. There is no anime episode exactly equivalent to the events shown in this arc, but episodes 90 (Sailor Uranus and Neptune's first, shadowy appearance in the anime) 112 (Hotaru's first appearance and her meeting with Chibiusa) come very close.

When does sailor moon meet the other sailors?

That depends on your definition of "Sailor Scout [Senshi]." This is because we see many Sailor Scouts in the Sailor Moon series, but there are more who are only mentioned in passing, those who appear only in the anime (such as those "Sailors" created from fake Sailor Crystals, the phages), those who appear only in the manga (some of the Senshi mentioned as participants in the Sailor War, and some of Galaxia's own Anima-Mates), and those who only appear in the musicals. There are also "tribute" Senshi, people who dress up as the Sailor Senshi but don't actually have any powers or abilities.Below is a list, indicating whether they appear only in certain forms of canon (anime, manga, or musicals), and their original Japanese title in square brackets:Anime/Manga/MusicalsSailor MoonSailor MercurySailor MarsSailor JupiterSailor VenusSailor Mini Moon [Sailor Chibi Moon]Sailor UranusSailor NeptuneSailor PlutoSailor SaturnSailor Mini Mini [Sailor Chibi Chibi]Sailor Star MakerSailor Star HealerSailor Star FighterSailor Iron MouseSailor Lead CrowSailor Aluminum SirenSailor Tin NyankoSailor GalaxiaSailor ChaosAnime onlySailor Tamasaburou (a crossdressing victim of Eudial's in Season 3, episode 104)Manga onlySailor CosmosSailor ChuuSailor Coronis (Sailor Kronos in English version)Sailor MermaidSailor MauSailor CocoonSailor KakyuuSailor Chi (pronounced "Kai")Sailor Phi (pronounced "Fai")Sailor Heavy Metal Papillon (pronounced "papiyon")Sailor LetheSailor MnemosyneSailor CeresSailor VestaSailor PallasSailor JunoSailor Channel (her name is a parody of the popular brand Chanel; not a true Sailor Senshi, but Naruru Osaka, a friend of Chibiusa's and little sister of Naru Osaka. What is Sailor Cosmos' name?

Sailor Cosmos only appears definitively in the Sailor Moon manga, and there, her identity isn't definite. She initially appears as Chibi-Chibi, and later as Sailor Chibi Chibi, before revealing her identity as Cosmos in Act 51 (Stars 9). Sailor Ceres of the Sailor Quartet stated that Cosmos must be the "ultimate future form of Sailor Moon," but that statement in itself is ambiguous, as it could refer to a descendant of Sailor Moon (similar to Sailor Chibi Moon), a future incarnation of Sailor Moon (much like Princess Serenity is a past incarnation), a Sailor Moon from an alternate future, or a new form of Sailor Moon following her known future form as Neo-Queen Serenity. So it's possible that Sailor Cosmos' name is actually Usagi Tsukino, but she comes from a future that is so ravaged by war that identities don't matter anymore.

When does Sailor Moon find out she's Princess Serenity?

Seiya (Sailor Star Fighter) initially had the suspicion that Eternal Sailor Moon was Usagi when she mentioned something about Seiya that only Usagi would know in episode 181, when Seiya and Usagi went out on a quasi-date. However, by episode's end, Seiya convinced himself that Usagi couldn't be Sailor Moon, with Usagi herself none the wiser of Seiya's alternate identity. In episode 188, Sailor Aluminum Seiren found out Eternal Sailor Moon's true identity as Usagi Tsukino, and set a trap. However, in order to protect her, Seiya transformed into Sailor Star Fighter, thus revealing his/her identity as Star Fighter. Usagi was shocked, but transformed as well, confirming her dual identity to Seiya/Star Fighter. Since this particular trap took place on an airplane, the presence of the Sailor Starlights in place of the Three Lights and the Sailor Senshi in place of Usagi and the girls pretty much indicated to everyone who their alternate identities were.

Is Rini Serena's daughter?

Yes. This is revealed for the first time in episode 83 of the original Japanese anime (episode 76 of the English dub) and in the manga in Act 20 "Crystal Tokyo, King Endymion." In the anime, it is King Endymion who explains it directly to Sailor Moon and Tuxedo Mask while Rini is sleeping, but in the manga, Rini actually introduces herself as the daughter of "Neo-Queen Serenity and King Endymion" but Sailor Moon and Tuxedo Mask don't quite understand until King Endymion clarifies that Neo-Queen Serenity is a future form of Sailor Moon herself--and therefore that Rini is Serena's own future daughter!
