Beating Armstrong does not effect the obtaining of the pack "The Duelist Genesis" because all you need to do is beat the required people in the jail and this would not be fair to those who did not know and beat Chief Armstrong anyway. You can still very much obtain "The Duelist Genesis" with or with out beating Chief Armstrong.

The other way is to use the card password for Stardust Dragon (44508094) but only after you've unlocked the card, meaning you'll need either a high completion percentage of cards on the Duelist Genesis pack or to have previously obtained Stardust Dragon in the Duelist Genesis pack. Of course you could always cheat. :P
