i can tell you about the three birds. Zapdos, you need to head towards rock tunnel from Cerulean but insted off going south after the last patch of grass, surf in the water to the powerplant. Articuno, surf south from Fusia city and to an island and then use strength to move a boulder and enter a cave. Moltres, im not sure if you have to beat the elite four first or not. but he is at the top of Mount Amber on One island
First thing, it's not Amber. It's Ember. And yes, you can get Moltres before you beat the Elite Four.
