In sonic battle 2 your chao is black and blue like an evil chao but it hasn't transformed and have dark garden isn't unlocked why?

You need to have a chao transformed into a devil chao in your garden it can't be transferred from another game if you do this you should unlock the garden if not then get another chao and transform it into a hero chao you should receive the hero garden then transform another chao to a devil chao and now for sure you should have the dark garden if this is still not so then your game is messed up.
I know. I already have hero garden, and a couple of hero chaos, and this one is black with a blue curl thing on its head and tail, and a red slash on it's chest, but when i bring it to the doctor, it says that it hasn't transformed yet, and i still don't have dark garden.
